NICCARA CAMPBELL-WALLACE

Niccara Campbell Wallace grew up in Baltimore, MD, with two Air Force veteran parents and went  on to attend University of Maryland-College Park, where she majored in African American  Studies. While at Maryland, she interned for Representatives. Lacy Clay (D-MO-1) and  Danny K. Davis (D-IL-7). Campbell began working for The Congressional Black Caucus Institute in 2013 as the Manager of the Institute’s programs regarding voter engagement  and policy papers. In 2015, she joined DuWayne Gregory for Congress (D-NY-2) as the Deputy Campaign Manager and Finance Director.  

After the 2016 cycle, Campbell Wallace joined the Democratic Congressional Campaign Committee, serving as the Deputy Member Outreach Director and Red to Blue Liaison. In the 2018 cycle, she was responsible for solely raising over $38.5M in contributions and was part of the historic winning team that won 41 House seats.  She continued working for the DCCC in 2019 as the Associate Director of Member Engagement and Director of Member Dues, becoming the first African American woman to hold this position. Campbell Wallace was tasked with raising over $19M and assisting Members with campaign strategy.

After three years at the DCCC,  Campbell Wallace joined the Congressional Black Caucus PAC as their first political director in late 2019. She was responsible for helping increase the number of CBC members, as well as garnering a Democratic majority in the House, maintaining a Democratic majority in the Senate, and keeping a Democrat in the White House until her departure in 2023 to begin the important work at Rolling Sea Action Fund.

As the Executive Director of Rolling Sea Action Fund,  Niccara brings visionary leadership and unwavering dedication to mobilizing and empowering Black voters in America. With a focus on equity, justice, and opportunity, she leads the charge in advancing policies that address the unique challenges faced by Black communities.
